Don't said that untill you have done it... I have Oreo from the first beta and I don't have issues or battery drain , why? because I made a factory reset before and after update , and it's not only me ( all that have done a clean install have only minor issues).
Few days ago I helped someone who wants downgrade to Nougat but I recomend him factory reset before and keep the first 3-4 charges beetwen 5-100% and now all works good , it is Happy with battery. When you move from a major update to other you should perform a factory reset.

I'm serious, this is a bug, and OnePlus withdrawn this update because of it.
I wipe the cache of my OnePlus 3T since day one, I know this trick. I also made a factory reset after this update. But, it didn't change anything. It's a bug...that doesn't affect every one because it depends on your area and on your operator.
So, this is great to give advice, but I can assure you there is no workaround at the moment.
